Responsibility for global fund funding
In regards to Global Fund grants, the VN-CCM has the responsibility
- To respond promptly and adequately to inquiries from the Global Fund concerning the VN-CCM.
- To ensure that the PR and SRs use efficient, transparent and accountable mechanisms to disburse GFATM funds from the PR to SRs or implementing organizations.
- With the assistance of the three Sub-CCMs, the VN-CCM OC, and additional technical assistance when required, to monitor and evaluate the performance of the PRs with regard to grant implementation.
- To delegate to the PR the responsibility for monitoring and evaluating the performance of SRs, with additional verification and evaluation when unsatisfactory performance or problems in implementation are indicated.
- With the assistance of the three Sub-CCMs, the VN-CCM OC, and additional technical assistance as required, to oversight the grant implementation, including assess progress reports from the PR and regular field visits, and other activities as deemed necessary.
- With the assistance of the three Sub-CCMs, the VN-CCM OC, and additional technical assistance as required, to review the implementation of the Global Fund grant activities for the first five quarters of implementation and, if financial and program performance are satisfactory, to request continued funding from Global Fund for each approved grant, prior to the end of the two years of initially approved funding.
- To fulfill the other responsibilities as outlined in this Governance Manual.
To ensure that these roles and responsibilities of the VN-CCM are properly fulfilled, a Secretariat of the VN-CCM has been established and a Secretary appointed, whose roles are to support and facilitate the roles and functions of the VN-CCM.
The VN-CCM Secretariat shall ensure that the following documentation is prepared by the appropriate parties and shared with CCM members on a timely basis:
- All reports that the grant agreement requires the PRs to provide.
- Responses to any queries from The Global Fund Technical Review Panel.
- Responses to any queries from the Global Fund Secretariat.
We will respond to inquiries related to the Global Fund’s CCM promptly and comprehensively.
Ensure that PRs and SRs utilize mechanisms efficiently, transparently, and reliably to disburse the Global Fund’s budget from PRs, SRs, and implementing organizations.
Monitor and evaluate PRs in implementing grant activities with support from the three CCM Sub-Committees, CCM Oversight Committee, and technical assistance as needed.
Assign PRs the responsibility to monitor and evaluate the activities of SRs, with additional assessment and confirmation if the assessment process identifies issues or if activities are not conducted appropriately.
Monitor the implementation process of grants, including assessing progress reports from PRs and regular field visits and other deemed necessary activities, with support from the three CCM Sub-Committees, CCM Oversight Committee, and technical assistance as needed.
Evaluate the implementation of Global Fund grant activities for the first quarterly year of implementation, and if both financial and programmatic activities are conducted reasonably, request continued funding from the Global Fund for each approved project before the conclusion of the initial approved budget two-year implementation period, with support from the three CCM Sub-Committees, CCM Oversight Committee, and technical assistance as needed.
Fulfill all other responsibilities as stipulated in the Operational Guidelines.
The responsibilities of the Secretariat Board.
To ensure the full implementation of the roles and responsibilities of the CCM, the CCM has established a CCM Secretariat and appointed a Secretary to support the fulfillment of the CCM’s roles and functions. The CCM Secretariat will ensure that the following documents are carefully prepared and timely sent to CCM members.
All reports provided by the PR as per the funding agreement.
