Advancing Sustainable, Community-Centered Solutions in Vietnam’s HIV Response

On October 3, 2025, at the United Nations Green One Building in Hanoi, representatives from community-based organizations (CBOs) participated in a pivotal dialogue with the Global Fund Country Team and international development partners. This forum provided a critical platform to address the institutional, financial, and technical challenges faced by CBOs amid ongoing local administrative restructuring and the gradual reduction of international funding.

The spirit of dialogue and connection

Community networks have reaffirmed their important role in Vietnam’s HIV response, particularly in identifying new HIV cases, supporting access to services through social health insurance, conducting research on social stigma and discrimination, and implementing harm reduction policies. To ensure the continuity of essential services amid declining international aid, community organizations have proactively piloted adaptive models such as commercial or partially subsidized PrEP services for clients who can afford to pay, while maintaining free support channels for high-risk populations.

Sharing from representative of CBO/CSO

The Global Fund and its partners were committed to continuing to prioritize budget reallocations to ensure the supply of PrEP medication and the expansion of community-led services. This includes resolving technical issues related to the supply of PrEP medication to guarantee timely delivery for the order of 2025 fiscal year and enabling the Department of Preventive Medicine to flexibly distribute PrEP’s drug based on actual demand across facilities. The Global Fund will also continue to support ARV medicines for pediatric treatment as well as for the second line, and third-line regimens.

A shared strategic priority among stakeholders is to ensure meaningful participation of community organizations in the development of sustainable HIV prevention and control plans at the provincial levels through 2030, and in the implementation of the national strategy to end AIDS by 2030.
