November 6, 2025, in Hanoi, the Q4 2025 Plenary Meeting of the Country Coordinating Mechanism (CCM) for the Global Fund to Fight AIDS, Tuberculosis, and Malaria (CCM Vietnam) was held under the chairmanship of Associate Professor Dr. Nguyen Thi Lien Huong – Deputy Minister of Health and Chair of CCM Vietnam. Vice chairs, CCM members, representatives of the Global Fund (GF), civil society organizations, principal recipients (PRs), and international partners were present at the meeting. The objective was to review the progress of program implementation in 2025 and discuss solutions to enhance the effective use of Global Fund resources throughout the 2025-2026 transition period, aiming for sustainable development in the health sector.

Prior to the meeting, the CCM Vietnam Oversight Committee visited Gia Lai province, a region with a vast size, a diverse population, and difficult socio-economic circumstance. The mission offered useful insights into the local implementation of tuberculosis, malaria, and HIV programs. The delegation worked with the provincial Department of Health, healthcare facilities, and communal health stations, recognizing the tremendous efforts made by healthcare personnel to continue their professional operations and adjust to organizational and administrative changes.
Regarding PR activities, the meeting noted that the two-tier local government model and the administrative restructuring caused challenges in the dispersal of PR operations. The Global Fund has authorized changes to activity plans and budgets, and PRs are required to implement them as committed and ensure progress through the end of 2026. Mr. Olivier Cavey, Senior Program Officer of the Global Fund, emphasized that Vietnam is in a critical transition phase. Timely disbursement is not only essential for effective resource utilization but also serves as a foundation for the Global Fund to consider allocating budget for disease prevention over the 2027-2029 funding cycle. He also urged PRs to use funds efficiently, ensuring the supply of medicines, diagnostic reagents, and particularly pre-exposure prophylaxis (PrEP) medication. Budgets for authorized operations in 2026 can only be allocated by the Global Fund if PRs follow all necessary protocols.

In her directive speech, Associate Professor Dr. Nguyen Thi Lien Huong requested PRs to develop comprehensive disbursement plans through 2026 that precisely outline tasks, deadlines, and financial projection. She emphasized the necessity of proactive local support, improved coordination, and carefully monitoring of implementation progress to ensure effective use of Global Fund resources.
Also at the meeting, the Global Fund’s CCM Hub presented the results of the 2025 Integrated Performance Framework (IPF) assessment. According to the report, CCM Vietnam has made significant progress across four areas: governance, oversight, stakeholder engagement, and strategic positioning. Operational and oversight performance was rated as outstanding compared to previous periods.
The 2025 Integrated Performance Framework (IPF) assessment results were also given during the meeting by the Global Fund’s CCM Hub. In four areas: governance, supervision, stakeholder involvement, and strategic positioning, CCM Vietnam has made notable strides, according to the report. In comparison to prior quarters, operational and supervisory performance was regarded as exceptional. The report also proposed strategic directions to strengthen CCM’s role within the national health system, including expanding participation of ministries, especially the Ministry of Finance; making counterpart financing a regular discussion topic; and integrating CCM activities into national health programs and policies.
In his closing remarks, Mr. Nguyen Anh Phong – Vice Chair of CCM acknowledged the contributions and emphasized the importance of close collaboration among stakeholders to ensure the effectiveness and sustainability of disease prevention programs. The meeting concluded in a spirit of solidarity and consensus, reflecting the commitment and shared responsibility of all members in advancing public health efforts.
