Vietnam CCM Q3/2025 Plenary Meeting: Strengthening Coordination for Effective and Sustainable Outcomes

On August 6, 2025, at the Green One UN House in Hanoi, the Viet Nam Country Coordinating Mechanism (CCM Viet Nam) for the Global Fund to Fight AIDS, Tuberculosis and Malaria successfully held its Plenary Meeting for Quarter 3 of 2025. The meeting was chaired by Associate Professor Dr. Nguyen Thi Lien Huong, Vice Minister of Health and Chair of CCM Viet Nam, with the participation of CCM Vice Chairs, representatives from the U.S. Centers for Disease Control and Prevention (CDC), the Viet Nam Administration of Disease Prevention and Control (VADP), official and alternate CCM members for the 2024–2026 term, Principal Recipients (PRs), community and civil society organizations, and international partners.

The meeting focused on reviewing the progress and results of Quarter 2 activities, sharing challenges encountered during project implementation, particularly those related to reductions in international aid and administrative restructuring at provincial levels and identifying solutions to ensure program continuity and impact.

In his opening remarks, Mr. Nguyen Anh Phong, Vice Chair of CCM Viet Nam, acknowledged the active participation and valuable contributions of all members, especially the dedicated efforts of the Principal Recipients (PRs) and Sub-recipients (SRs) in effectively implementing project activities over the past period.

He emphasized that amid domestic changes and reductions in international and Global Fund (GF) support, the CCM Plenary Meeting provides an important opportunity for members, particularly the PRs to share their challenges and advantages in project implementation. These insights will enable the CCM Leadership and Standing Committee to better engage with the GF and the Government of Viet Nam to improve the legal framework and create more favorable conditions for effective project implementation, contributing to the national goal of ending AIDS and tuberculosis and eliminating malaria by 2030.

Ms. Cao Thi Hue Chi, CCM Coordinator, presented the progress report for Quarter 2 of 2025, covering operational updates, oversight activities, capacity-building for community organizations. She also introduced the expert team supporting the assessment of CCM’s performance, strategic positioning, and the Secretariat transition roadmap.

Reports from the four Principal Recipients: HIV/AIDS (VADP), Tuberculosis (National TB Program – NTP), Malaria (NIMPE), and Community Systems Strengthening (VUSTA) showed that many program indicators had been achieved or exceeded. However, challenges remain, such as service interruptions in Pre-Exposure Prophylaxis (PrEP) provision and limitations in TB case detection outside the NTP system, largely due to budget reductions and administrative restructuring.

Representatives of civil society and community-based organizations shared their difficulties and proposed recommendations to sustain essential community-level activities and protect vulnerable populations from service disruptions.
